Obviously shooting somebody at 5 feet with a sniper is ridiculous so lets decide on some engagement distances for guns of different fps.
Say:
350
375
400
Snipers rifles?

Nothing closer then 5-10 or so feet with any gun. If you are at a close distance just announce "Call your hit" and the player must call their hit.

300-400 FPS nothing closer then 20-25 feet.

Sniper rifles on the other hand; I don't think you should shoot anyone closer then 30-40 feet. Thats why a side arm is necessary.
